From the main dashboard, go to either "Email Lists" or "SMS Lists".

Select a List to Copy
Find the list you want to duplicate. In the actions menu (the three dots), you will see a new "Copy" option.

Configure Your New List
A modal window will appear. Here you can set the name for the new list, decide whether to copy subscribers, and (for email) choose to copy system pages. All options are clearly laid out.
